Dear Mr. Delaney:

This letter is written in regards to NRC Materials License No. SNM-1601, issued to the Toledo Edison Company and the Cleveland Electric illuminating Company, which carries an expiration date of April 30, 1977.

Currently, we anticipate that Construction Permit No. CPPR-80 will be converted to an Operating License in the month of April, 1977; at.which time License Smi-1601 would be incorporated into the Operating License.

However, if unforeseen circumstances arise which preclude issuance of the Operating License by April 30, 1977, the Applicants request, pursuant to 10 CFR 70.33 of the Commission's regulations, that the Nuclear Regulatory Commission extend the expiration date of License SNM-1601 to October 31, 1977. Thic six-month extension is requested to encompass any unforeseen delays in completion of the construction, testing, and NRC licensing and inspection activities, concerning Davis-Besse Unit I which must be concluded before an Operating License can be granted. Until such Operating License is granted, continued authority to store fuel assemblies and neutron sources under License SNM-1601 will be required.
