Dear Mr. Keppler:
On August 22, 1974, we received inquiries from several local area news media concerning the results of a site inspection at the Davis-Besse Nuclear Fawer Station on July 17 and 18, 1974, conducted bySour repre-sentatives. At the start of this site inspection, your representatives informed us that the principal purpose of the inspection was to review g

construction activities associated with.the painting of the containment vessel interior and to investigate allegations you had received concerning these activities.
These news media inquiries also requested our comments on reported citations by the Atomic Energy Commission concerning alleged violations of the quality assurance requirements covering the activities associated with this painting of the containment vessel interior.
Since we had not received-your report of this inspection, we declined com=ent on the infor-mation that the news media stated was contained in the report.
On Monday, August 26, 1974, we did receive your letter of August 21, 1974, which contained your findings of this site inspection.
Due to the interest expressed by the news media in this matter and in keeping with our long-established Company policy of frank and open communication with the news media, we have made your August 21, 1974, letter and inspection report available to any interested party.
Your letter contains the Atomic Energy Commission's " Rules of Practice"

statement that if.there is propriety information that the Applicant wishes to withhold from public disclosure that you be so informed within 20 days, after which the complete inspection report is placed in the public file.
