Your letter of July 27, 1970 and the enclosed copy of the Fisli and Wildlife Service, dated July 14, 1970, have been reviewed.

The Fish and Wildlife Service comments on the application for the Davis-Besse Station were based on review of our application prior to our decision to provide a closed cycle cooling tower system for the condenser cooling water, which is described in Amendment No. 8 to our application. Additionally, our Environmental Report required by the proposed revision of Appendix D of 10 CFR 50 has been prepared and submitted on the basis of the use of a cooling tower system.

We believe this change to the use of a cooling tower system will remove the objections that the Fish and Wildlife Service stated in their letter.

We have met with representatives of the Bureau of Sport Fisheries and Wildlife on a number of occasions and on one occasion, after re-ceipt of your July 14 1970 letter, to discuss arrangements for joint use of the Davis-Besse site and will continue to meet with them on all areas of concern.

Detailed planning for the environmental monitoring program will be done in cooperation with the Fish and Wildlife Service. The re-suits to date of the studies being conducted by the University of Michigan have been made available to them and all future results will be furnished.

In regard to the study of marsh radio-ecology, we have previously expressed our interest in, and have offered our cooperation for, such a study which has been proposed by The Ohio State University.

We note your comments with respect ta certification required by the Water Quality Improvement Act, and will use our best efforts to obtain certification within the time period provided by that Act.
