s We still avait your response to our letters of April 6 and August 7, 1989, seeking credit, with interest, to our account in connection with an NRC staff > request that we withdraw our June 22, 1987 Application for License Amendment regarding TAC No.
65747.
You vill recall that this amendment request was withdrawn after considerable expenditure of both licensee and
.NRC staff time due to an NRC policy change that made such amendments nonviable and did not " grandfather" pending amendment requests.
Under these circumetances we cannot be considered to have received a " service" or " thing of. value" from the NRC staf f's efforts and chantes associated with this project are accordingly 'ot chargeable under the applicable Part 170 regulations.
