Gentlemen Toledo Edison's (TE) June 2, 1989, submittal (Serial Number 1671), transmitted

-the response to paragraph '1.b of the subject bulletin. The response to paragraph 1.b included Babcock and Vilcox Owner's Group (B&VOG). Report

As preliminary analyses indicated that the surge lines may not meet the applicable design codes for the licensed life of the plant, TE also L

submitted (Serial Number 1671) a Justification for Continued Operation (JCO)

L through January 2, 1991. TE's initial response, dated March 3, 1989 (Serial Number 1633) provided the results of a visual inspection of the pressurizer surge line as requested in paragraph 1.a of the subject Bulletin. TE stated in the March 3, 1989 submittal (Serial Number 1633) that we were addressing the Bulletin's remaining requested actions, both independently and in conjunction with the B&V0G. B&V0G's letter to Mr. Terence L. Chan of the NRC, dated September 29, 1989 provided responses to NRC questions developed during the review of B&V0G Report BAV-2085.

This letter provided responses to all of NRC's questions except question 9 on section 5 of BAV-2085, which B&V0G requested an extension until November 30, 1989, in order to complete the response. The purpose of this letter is to confirm that the B&V0G responses to question 1 through 8 are applicable to Davis-Besse.

Question 9 does not apply to Davis-Besse, as the Davis-Besse analysis showed all stress values within the-limits of the 3 Sm criteria.

Toledo Edison's remaining actions for the subject Bulletin are to avait NRC's approval of BAV-2085 and to update the surge line stress and fatigue analyses to ensure compliance with applicable codes or submit a future JC0 and a description of proposed corrective actions to effect a long term resolution by January 2, 1991.
