Nuclear Plant Security Plan which is based upon Chapter 10 of the plan titled "Special Security. Measures During Construction Operations".

.I This temporary change which was discussed with Region III Security Inspector

.JRl*. nicely and-Resident Inspector ESwanson prior to initiation, was made necessary by a major construction effort to prepare for receipt of the Palisades Plant replacement steam generators.

.The special security measures described in the attached enclosure were implemented on September 5, 1989 and ended on October 19, 1989.

. We have detemined that this temporary revision did not dagrade the security effectiveness of Palisades plant security, thus is submitted under 10CFR50.54(p) ano the-Palisades Security Plan Chapter 10. "Special Security Neasures During Construction Operations."

t Consumers Power Company requests the attachment to this letter be withheld from public disclosure since it contains information which is exempt from discionure in accordance with 10CFR73.21(c).
