NOW COMES the Seacoast Anti-Pollution League and hereby appeals LPB-89-28, dated October 13, 1989, the Memorandum and Order of the Seabrook Licensing Board denying Intervenors' motions to admit low power testing contentions and bases or to reopen the record, and requests for hearing, which pertain to Applicants' l

j failings demonstrated during low power testing at Seabrook 1

Station, and which led the NRC to constructively suspend Applicants' low power operating license.
