In your order of October 13, 1989, you requested the staff to clarify the status of the hearing file and to include any materiais or studies that relate

.to the way in which pollution was deposited at the Santa Susana facility and to Rockwell's responsibility for that pollution.

The information provided to you by staff memoranda dated August 29. September 21, and October 3,1989, as well as Enclosures 1, 2, 3, and 4 herein, constitute the staff hearing file. is a request to our regional office to review and respond to the ststements regarding the Radiological Contingency Plan that were made by Mr. Wallace at the limited appearance session and pre-hearing conference. The 10 CFR 6 2.790(d) documents provided to you by staff memorandum dated September 18, 1989, have not been placed in the heating file.

to this letter is intended to aid all parties in differentiating l

between '.he DOE-controlled site activities and the facilities covered by the i

license renewal request to NRC. Only those areas identified as ESG would be

under the control of the NRC license. Energy Systems Group is a former name i

of the Rocketdyne Division. The previously supplied background materials, I

especially the Environmental Assessment for the 1984 Renewal and the July 1989 EPA Report, " Santa Susana Field Laboratory Site Report," were included for the i

specific purpose of assisting people in differentiating between the DOE-controlled activities and area and the NRC-licensed activities.

It should I

be noted that the i.PA report states that there is contamination in the Sodium Burn Pit which is outside the DOE-controlled area. The EPA report also states j

l that DOE has proposed remedial action for the Sodium Burn Pit.

- Copies of all documents forwarded to you for the staff hearing file have been or are being placed in the Local Public Document Room (LPDR) in accordance with 10CFR$2.1231(a)(1)(ii). A copy of the Federal Register Notica establishing the LPDR is enclosed (Enclosure 5).

Please note that the LPDR is different from that in your October 2,1989 Memorandum to Docketing and Service. All

future correspondence on the renew,al will be provided to you and placed in the LPDR. Copies w.ll not be provided to the individual parties to the Hearing.
