. This is to inform the Cornission that a Notice of Violation and Proposed Imposition of Civil Penalty in the a sunt of $50,000 will bt issued on or i
about October 25, 1989 to Public Service Company of New Hampshire. This l
i action is based on the failure to promptly trip the reactor when a reactor trip criterion set forth in a test procedure was exceeded during a startup 6
test. The civil penalty was neither escalated nor mitigated.

It should be noted that the licensee h65 not been specifically informed of the k
enforcement action.
The schedule of issuance and notification is:
Mailing of Notice October 25, 1989 Telephone Notification of Licensee October 25, 1989 The State of New Hampshire will be notified.
l The licensee has thirty days from the date of the Notice in which to respond.

Following NRC tvaluation of the response, the civil penalty may be remitted.
