Dear Sir:

Section 6.1.4 of the PULSTAR Technical Specifications (Amendment 8,

' December 27, 1984) reads as follows in regard to the Reactor Health Physicist p

position:

l "There shall be a Reactor Health Physicist responsible for j

assuring the safety of reactor operations from the standpoint of radiation protection. He shall function i

independently of the reactor protections organization as L

shown in Figure' 6.1-1. He shall be able to satisfy the l

qualifications of a Certified Health Physicist as set forth by i

the American Board of Health Physics or its acceptable equivalent. He shall be responsible for reporting in accordance with Section 6.7.5f."

1 This correspondence is to document that our Reactor Health Physicist, l

Dr. K. V. Mani, has twice attempted the American Board of Health Physics exam for L

becoming a " Certified Heath Physicist" and has not qualified. As part of a standing policy on professional development for all Department of Nuclear Engineering staff, employees are encouraged to become certified in their respective fields.

However, it is our position that Dr. K.V. Mani meets the intent of Technical Specification 6.1.4 as allowed by the "or its acceptable equivalent" statement.

Specifically, the following qualifications of Dr. Mani apply toward meeting the technical yecification requirement:

M.S. Physics from Fordham University, New York Ph.D. Nuclear Physics, North Carolina State University M.S.P.H Epidemiology, University of North Carolina at Chapel Hill 2, Dr. Mani's prior employment as Assistant Radiation Safety Officer (at the University of North Carolina at Chapel Hill) provided the required practical experience in radiation protection areas.

3. Dr. Mani teaches North Carolina State University's Department of Nuclear Engineering.sndergraduate and graduate courses in radiation protection and health physics.
4. Dr. Mani is an active member of the national Healtti ' Physics Society and the North Carolina Chapter of the Health Physics Society, contributing numerous papers for presentation at annual meetings.
5. Dr. Mani has authored several publications in the radiation protection area, such as " Assessment of Oak Ridge National Laboratory Internal Dosimetry l

Data for DOE Health and Mortality Study", and "An overview of l

epidemiological studies of radiation carcinogenesis due to occupational exposure".

In summary, it is our position that Dr. Mani meets the intent of Technical Specification 6.1.4, and therefore our facility is adequately staffed as required by the PULSTAR Technical Specifications.
