APPENDIX A NOTICE OF VIOLATION 1

i Portland General Electric Company Docket No. 50-344 Trojan Nuclear Plant License No. NPF j During an NRC inspection conducted from July 30 through September 9, 1989, a 3

violation of NRC requirements was identified.

In accordance with the " General i

Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989), the violation is listed below:

Trojan Technical Specification Surveillance Requirement 4.1.3.1.1 states "The position of each rod shall be determined to be within the group l

demand limit by verifying the individual rod positions at least once per l

l 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> except during time intervals when the Rod Position Deviation Monitor is inoperable, then verify the group positions at least once per four hours."

Contrary to the above, from July 16, 1989, through August 1, 1989, while l

the reactor was in Mode 1 or Mode 2 with the Rod Position Deviation Monitor inoperable, the position of each rod was not determined to be within the group demand limit by verifying the individual rod positions at least once per four hours; rather the rod positions were verified once every twelve hours.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Portland General Electric Company is hereby required to submit a written statement of explanation to the U.S.

Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region V, and a copy to the NRC Senior Resident Inspector, Trojan, within 30 days of the date of the letter transmitting this Notice.
