OFFICE OF INSPECTION AND ENFORCEMENT SULLETIN 80 RII:JP0 50-259, -260, -296 - BROWNS FERRY NUCLEAR PLAh7 Item 1 of the subject bulletin requires a report within three days that the scram discharge vent valves are operabic and the vent is free from obstructions. Our previous commitment had allowed this item to be proven by the fact that the scram discharge volumes drained. However, TVA was subsequently notified by NRC-0IE Region II that a more definitive test must be performed. This test was completed July 20, 1980, and conclusively proved the vent valves to be operable and the vent system to be free from obstructions.
