Dear Mr. Novak:

This letter provides the final response to your July 23, 1980 request for additional information related to the proposed technical specification changes to suppset fuel cycle 2 operation of the Davis-Besse Nuclear Power Station, Unit 1. Items 1 and 3 of your request were addressed by our letter of July 29,1980 (Serial No. 638).

Item 2 of your letter reads:

"Please confirm that the ECCS analysis for Davis-Besse Unit 1 Cycle 2 would continue to be in compliance with the criteria of 10CFR50.46 if the staff cladding swelling and rupture models of NUREG-0630 (D. G. Eisenhut (NRC) letter to All Operating Light Water Reactors dated November 9, 1979) were used in your ECCS evaluation model."

A generic evaluation of the effect of ramp rate correlations contained in Draft NUREG-0630 was made using Babcock & Wilcox's (B&W) currently approved ECCS model.

These results were summarized in a letter to the Director, Division of Licensing from B&W (Mr. J. Taylor) dated November 20, 1979. This letter stated that based on B&W's estimates, compliance with 10CFR50.46 is maintained.

The Davis-Besse Unit 1, Cycle 2 ECCS analysis was performed utilizing the currently approved ECCS code (TAFY). Based on this analysis, the previous evaluation provided in the B&W letter of November 20, 1979 is appropriate to the Davis-Besse Unit 1 Cycle 2 operations. This indicates continued compliance with 136FR50.46.
