SWORN STATEMENT OF FLEMING M. EMPSON 1.

I am a chemical engineer in the Advanced Fuel and Spent Fuel Licensing Branch, Division of Fuel Cycle and Material Safety, Office of Nuclear Material Safety and Safeguards, U. S. Nuclear Regulatory Commission.

I have reviewed the documents in the State of Illinois request for admission of genuineness. The documents numbered 3, 4 and 7 can be neither admitted nor denied to be genuine by the NRC Staff. These documents were not prepared by the NRC. They were not addressed to the NRC. The NRC was not involved in the matters discussed in these documents.
