SEJECT: Docket No. 50-317; Violation of Technical Specification 3.7.6.1 LER No. 80-34 This report is to confirm our vertaal notification to Mr. Ralph Architzel, ef your office, of a loss of the Control Room Emergency Ventilation System i

(T.S. 3.7.6.1) at Calvert Cliffs as required by Technical Specification l 6.9.1.8 (Prompt Notification with written follow-up). The event and cause descriptions art as follows.

At 1700 on July 16, 1980, with both Units 1 and 2 at 1005 power, fil Control Roost Air Conditioning unit tripped. Nweber L2 Control Room Air l Conditioning unit was immediately started but it also tripped. It was  !

determined that the compressors had tripped on high discharge pressure due to the apparent collection of liquid refrigerant in the respective condenser sections. The compressor high discharge pressure trip set-points were increased from 300 psi to 350 psi upon the reconnendation '

of the manufacturer's representative, and #12 air conditioning unit was restarted at 1730. Number 11 Contful Room Air Conditioning unit was -

returned to service at 2045.

The maximaan Control Room temperature achieved during the event was 94'F which is significantly lower than the continuous duty rating for the installed equipment and instrumentation. Except for the loss of cooling capability, the Control Room emergency ventilation system remained other-wise operable throughout this event.

Investigation into the cause of the event is continuing. A description of actions taken to peevent recurrence will be contained in the follow-up report.
