Dear Mr. Waltz:

I am writing ii response to your letter to President Carter concerning the delay in placing Three Mile Island Nuclear Station, Unit No.1, back into service.

As you may be aware, the NRC has crdered that a public hearing be conducted to determine whether the facility should be cperated and, if so, under what conditions.

The public hearing is scheduled to begin this fall. During the hearing, the technical issues appropriate to assure public health and safety will be addressed. The NRC staff is currently involved in the on-going review of technical information concerning the restart of Unit 1.

Based upon the current status of the proceedings, the development of a record on which the Comission can make a decision regarding restart is not expected before the early part of 1981.

While the NRC is, of course, concerned abcut financiai impacts on consumers and licensees, the NRC's primary responsibility is the assurance of public health and safety.

In facing a crisis of hostility frca many corners of the world - and especially in, the area of. imported energy - this nation is like a fighter stepping into the ring with his hands tied behind his back by his own trainers.

Right now every energy source available in the United Ihtss itself should be unfettered of all. environmental restrictions, and reactor standards should be set at once so that any nuclear plant that confor=s may be acti-vated at once.

In connection with the latter, many of us in Pennsylvania believe that the accident at Tho e Mile Island has been.bicwn all out of proportion, and that the reacter and its operaters have been crucified by professional "alinners",'vete-seeking demagogues, and the disaster-addicted, fright nur-turing, show-bi: oriented media.

This is the time for judgements to be based on facts rather than en emotions. And the fact is that TMI #1 needs no oil, no coal, no gas -

enly the atos. And it stands ready in this time of energy need for inspection, certification - and operation.

We entreat you to urge the U. S. Nuclear Regulatory Cocmission to let no delays hamper the return of TMI #1 to safe operatien.
