20555 NRC DOCXETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 COMPENSATORY MEASURES Gentlemen:

With regard to our request for a two week extension for the scram testing required for Bulletin 80-17, Georgia Power Company proposes the following compensatory actions:

1.

A standing order is already in place to specify operator action to be taken in the event significant quantities of water are found in the scram discharge volume.

2.

The scram discharge headers at Plant Hatch have a high point vent installed.

3.

The scram discharge volume is currently being checked for any water by opening an instrument line in the SDV once per day. This pro-vides a good check of water in the SDV. We propose to perform this check once per shift until the scram tests are completed.

Should the critical load situation ease enough to enable performance of the scram tests, Georgia Power Company will perform the tests as soon as practical.

Very truly yours, W. A. Widner RDB/WAW/ldm D
