Dear Mr. Moody:
I am writing in reply to your June 15 letter. In the best of all possible worlds, I would have to agree with some of your thoughts. Unfortunately, the subject at bar is a badly damaged reactor which has to be " cleaned up."
It cannot be allowed to just sit there. Our responsibility to protect the public health and safety will not permit it.
Certainly, the decision to remove some 57,000 curies of radioactive krypton gas from the containment building atznosphere by purging it to the environ-ment was not an easy one to make. It was a tratsnatic process for many people living in the vicinity of the damaged reactor, and it was a matter of deep concern to the staff and the the Comission.
While there is not total agreement that purging the reactor building atmos-phere is the best way to dispose of the krypton, there is agreement that the public health and safety impact will be negligible. To give you a better understanding of how and why this decision was made, I am enclosing a copy of the Final Environmental Impact Assessment and the Comission's Memorandtsn and Order authorizing the purge.
