TLL 339 INSPECTION REPORT 50-289/80-05 Deviation:
The RRR is a three volume document that had been submitted by the licensee to NRC-URR describing the control and requirements to be imposed on Unit I restart activities. The inspectors noted that in a number of instances this document imposes requirements in addition to those found in the QA Progran and implementing procedures such as GP-1008.
The inspector identified that those additional RRR requirements vere not included or referenced in 2ny impicmenting instructiona/ procedures, including engineering tasks assigned to the licensee's architect /
engineer (three specific examples are discussed in paragraphs 4.c and 5.b of this report).
The failure to incorporate those additional requirements into implementing instructions / procedures is considered to be a deviation since the RRR is a written commitment to the NRC (289/50-05-01).
Response
The failure to incorporate the additicnal RRR requirements into implementing instructions has been corrected by the issuance of the GAI/GPU"C TMI Project Management Manual rev. O dated 4/30/80 and GPUNC ES-009 rev. O dated 7/8/80. Paragraph 2:05 of TMI PMM directs the project engineer to ensure that all CAI work is done in accordance with RRR.
CPUNC ensures same by using the Verification Checklist in ES-009.
