Subj ect: Nebraska Public Power District Cooper Nuclear Station NPDES Permit No. NE 0001244 Noncompliance Report

Dear Mr. Ringenberg:

This letter confirms my telephone notification to you on July 10, 1980 that the temperature in the Cooper Nuclear Station discharge canal (Discharge 001) exceeded the limit of 103F on July 9,1980 and that with a continuation of the hot weather and the high demand for electric power which we were experiencing, it was expected that additional periods of excess discharge canal temperature would occur. -- -- -

Attached is a tabulation of periods of noncompliance with.the 103F temperature limit which have occurred from July 9 through 16, 1980.

It is expected that periodic noncompliances will continue as long as river ,

temperatures continue to be excessive due to the hot, dry weather and demands '

for power require full power operation of the station.

- As I explained during my telephone notification, the recent temporary modificar !on of the Cooper Nuclear Station low pressure turbines has reduced thermal efficiency which results in an increased discharge of heat to the condenser. This, together with the-unusually high river temperatures, results in corresponding increases in.-

discharge canal temperature.

During the period of July 9-16, 1980 all of our major generating facilities have been fully loaded and, except for Sunday, July 12, we have operated various oil fired units and for various periods have purchased power from outside the system.

Also, on July.15, Gerald Gentleman Station experienced an emergency outage for

.five hours which, for that period, created additional strain on the power supply for the region.

Ringenberg July 18, 1980 Page Two With the present system loads, reduction of power generation at Cooper Nuclear Station could subject the area to power deficiencies which would have major adverse effects. For that reason, we expect that periodic noncompliances with the 001 tamperature limit will continue until there is a change in weather conditions that permit the temperature of the Plssouri River to return to a more normal range.

I will continue to report periodically on any subsequent excess temperatures which we experier.ce in the Cooper Nuclear Station 001 discharge. I appreciate

. your understanding of the situation and will keep you informed, through these periodic reports, throughout the current period of adverse weather and river temperatures.
