Attached are three signed originals and 40 conformed copies of License Change Application 63 requesting amendment of Operating License NPF-1.

This License Change Application has been evaluated to be a Clast III amendment request and a check for $4,000 is attached in accordance with 10 CFR 170.

PGE has transmitted a copy of this request to the Oregon Department of Energy for their consultation.

Also attached is one signed copy of a Certificate of Service for License Change Application 63 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.

PORTLAND GENERAL ELECTRIC COMPANY EUGENE WATER & ELECTRIC BOARD AND PACIFIC POWER & LIGilT COMP /NY TROJAN NUCLEAR PLANT Operating License NPF-1 Docket 50-344 License Change Application 63 This License Change Application is submitted in support of Licensee's request to modify FOL NPF-1 in response to an Atomic Safety & Licensing Appeal Board's decision (ALAB-515) regarding jurisdictional control for establishing water quality levels and monitoring requirements.

In their decision, the Appeal Board cited the 1972 amendments to the Federal Water Pollution Control Act for leaving control of these matters entirely with the Environmental Protection Agency (EPA). This application will delete those portions of the Environmental Technical Specifications that are covered by EPA controls.
