Three Mile Island Nuclear Station, L' nit I (TMI-1) Operating License No. DPR-50 Docket No. 50-289 IE Bulletin 80-11 Attached please find the phase 1 submittal to IE Bulletin 80-11, concerning masonry wall design. Attachments 1 and 2 provide a listing of all masonry walls that are located in the Reactor, Auxiliary, Fuel Handling and Turbine Buildings. These walls have been identified as being in the proximity of or having attachments from safety-related piping and/or ec,uipment such that wall' failure could affect a safety-related system. The description of systems and equipment both safety- ~ ~~ and nonsafety related, associated with these masonry walls, has been provided in Attachment 2. Priorities were assigned to each of the masonry walls in accordance with the recommendatiens stated in item 2a of the bulletin. lists abbreviations for mechanical and electrical systems. An outline of the reevaluation program has been included in Attachment 4. This program is most likely the one to be used for this reevaluation. n-OUTLINE OF THE REEVALUATION PROGRAM 1. Plant Survey to: verify the location of wall openings; a. b. plot visible cracks and construction defects in the wall; verify piping and/or equipment support locations. c. 2. Prepare a sketch showing the elevation of each wall, wall openings, piping and/or equipment support locations. 3. Identify masonry wall construction and the construction procedure employed to prevent voids or other weaknesses in the martar, grout, or concrete fill. 4. Identify the concrete block type, size, and strength. 5. Identify the strength of materials (martar, grout, concrete, and steel). 6. Identify the hori: ental and vertical reinforcements. 7. Describe and/or detail the boundry conditions of the masonry wall, including the masonry ties and rebar embedments. 8. Develop a reevaluation criteria. 9. Perform a preliminary reevaluation of the masonry walls. 10. Verify the piping and/or equipment support loads. 11. Provide a detailed justification for the criteria used in the reevaluation. 12. Select a suitable analytical procedure for reevaluation. 13. Reevaluate the masonry walls against the established acceptance criteria. 14. Prepare final report.
