Response to IE Bulletin 80-17; Failure of Control Rods to Insert During Scram

Dear Sir:

As a result of a situation at Brown's Ferry Unit No. 3, wherein a number of control rods failed to fully insert following a manual scram attempt, all General Electric Boiling Water Reactor licensees were requested to perform certain activities.

Reference (b) also required "a report in writing within 5 days of the performance of each of the tests' results..." Accordingly, the following information is submitted in response to Bulletin Item 1:

Request:

"Within 3 days from the date of this Bulletin, perform surveillance tests to verify that there is no significant amount of water in the Scram Discharge Volume (SDV) and associated piping and that the SDV vent valves are operable and vent system is free of obstruction."

Response

On July 4, 1980, the required inspection / surveillance test was performed.

It was verified that there is no measurable water in the Scram Discharge Volume (SDV) and associated piping, that t% SDV vent valves are operable and that the vent system is free of obv. ructions.
