FOIA REQUEST FROM JIM ROBEY (NMSS 800670) f In regard to this FOIA 80-278 request for:
a a list of nuclear waste depots around the U.S.,
b how are they found, and c the cost in each state, I
our office is providing the following infomation relevant to'this request.
1.
We interpret this request for information conceming nuclear waste depots within NRC's regulatory authority, to be licensed comercial sites for long-tem storage or disposal of waste.
a) Commercial High-level Waste (including spent fuel)
Currently there are no comercial high-level waste repositories i
for disposal or comercial chemical reprocessing plants for fuel reprocessing,. Spent fuel is principally held in long-term storage at operating reactors. The General Electric Corporation facilities at Morris, Illinois and the Nuclear Fuel Services Corporation facilities at West Valley, New York, also have commercial spent i
fuel in storage. The latter facility has reprocessed fuels in the past and also has high-level liquid radioactive waste in storage.
b) Comercial tow-level Waste These wastes have been disposed of in six locations throughout the ~ country - West Valley, New York; Morehead (Maxey Flats),
Kentucky; Sheffield, Illinois; Beatty, Nevada; Hanford, Washington; Barnwell, South Carolina. Of the six locations, only three are currently receiving waste; they are Beatty, Nevada; Hanford, Washington; Barnwell, South Carolina.
In addition, current NRC regulations pemit small amounts of radioactive waste to be disposed into sanitary sewerage systems as per 20.303 of the Code of Federal Regulations, Title 10.
Disposal of certain quantities of radioactive waste is permitted in water or-air comonly known as effluent releases, up to the limits given in Appendix 8. Part 20, Title 10, CFR. NRC does not require a specific license for the above disposals and therefore does not have a listing of all such disposals.

'K8fI 2 E10 George Beveridge se c) Uranium Mill Tailings Large quantities of uranium mill tailings have also been disposed of.
The bulk of these radioactively contaminated materials have been at uranium milling facilities.' A complete list of NRC licensed milling facilities is attached.
We are aware that radioactive waste long-tenn storage and disposal facilities are also operated by the U.S. Department of Energy (DOE).
This information must be requested from DOE.
In addition, some of NRC's licensing and regulatory authority has been turned over to Agreement States as per Part 150, Title 10, CFR.
Those states are responsible for low-level waste storage and disposal and uranium milling disposal within the Agreement States Program, and may also license the disposal of naturally occurring or accelerator produced nuclear. materials. These materials are not under NRC's authority or NRC's delegated authority.
Information must be requested directly from the states.

Regarding cost information, NRC does not keep this type of information and you should request this from the companies that long-term store or dispose of waste under NRC or Agreement State licenses. Cost information for DOE facilities must come from 00E.

Regarding how these depots are found, we can only reply for depots under NRC authority.
Except for disposal under 20.303, 20.304, or within Part 20 Appendix B limits, licensees or potential licensees must request
- j specific licenses to long-term storage or dispose' of nuclear waste. NRC requires a license application with supporting environmental data. NRC reviews the documentation to determine that the public health and safety will be assured with due conservation to the environment before a license can be issued.
