SUMMARY

OF SITE VISIT ON JULY 12, 1973 On July 12, 1973 representatives of the Directorate of Licensing visited the plant site in Midland, Michigan. The purpose of the visit was to observe the terrain and proposed locations for ti2e meteorological tower, environmental radiological monitors, and a transmission line river crossing.

The morning was spent touring the site and adjacent terrain.

The applicant is preparing for the resumption of full scale construction and we saw substantial earthmoving operations in progress. We observed two p ' 4tial locations for the site meteorological tower and the location of the meteorological tower in the Dow Chemical Company complex that is located directly across the Tittabawassee River from the plant. The Dow property extends on both sides of the river and on that part adjacent to the plant we observed chemical processing ponds that will continue to be used by Dow.

Some pipes presently cross the river but a new pipe bridge will be constructed to carry steam from Unit No. 1 to the Dow plant and to connect Dow with their processing ponds adjacent to the plant. A transmission line crosses the river upstream of the plant and a crossing for a second source of offsite power is to be located downstream of the plant.

During the tour of the site, the applicant described the earth moving operations and mentioned that Bullock Creek is being relocated farther away from the reactor buildings so that a lay-down area can be provided close to the reactor buildings. This small creek had previously been diverted by Dow Chemical Company to its present location and the applicant plans to move it closer to its original location.

It was not clear that this move was anticipated as part of the plant construction work. The specific environmental impact of moving the Bullock Creek had not been discussed by the applicant in his Environmental report.

19 / 3 In the afternoon we met with the applicant to discuss our observations and the documentation of some follow-up items.

Significant points are summarized as follows:

1.

Relocation of Bullock Creek The applicant stated that he had planned to divert the flow of Bullock Creek into a new channel in September. The applicant was informed that the environmental impact of the relocation of Bullock Creek would have to be considered and that we would contact the applicant for further information or action.

2.

Location of Meteorological Tower It appears that the local meteorology will be affected by the cooling pond and the data collected at one potential meteorological tower location would also be influenced.

The site visit has put the Regulatory staff in a better position to evaluate the tentative locations of the meteorological tower.

3.

Documentation of Follow-Up Items We reviewed with the applicant the items that were discussed in the meeting of May 9, 1973. The applicant was informed that we expect to receive. amendments to their application that document the applicant's response to all CP follow-up items.

Items that are concerned only with operation of the plant, may be incorporated into the FSAR. The applicant is still developing a complete list and a schedule for the submittals.
