Dear Dr. Morris:

Enclosed are three (3) signed originals snd nineteen (19) conformed copies of Consumers Power Company's application for a reactor construction permit and operating license for O'.its 1 and. 2 of the Com-pany's proposed Midland Plant. Ninety (90) coptes of a three-volume Preliminary Safety Analysis Report, which is a lut of the application, have been transmitted to you separately. 'Ihe Company's check for

$2,500.00 is also enclosed in paynent of the application fee prescribed by Section 170.21 of the Co= mission's regulations.

Copies of the application, including the Preliminar/ Safety Analysis Report, have also been sent to Mr. Jerome Maslovski, Assistant Attorney General for the State of Michigan; Mr. Frank Olds, Chain:ian of the County Board of Supervisors of Mim and County, Michigan; Mr. Robert Chatterton, Supervisor of Midland Township, Midland County, Michigan; and Mr. Harvey C. Allison, Mayor of the City of Midland, Michigan.

Certificates of service on Messrs. Olds and Chatterton are also enclosed.
