Dear Mr. Giambusso:
This letter is in response to your letter of November 20, 1972 which requested infor=ation relative to the consequences of fuel densification and its effects on plant operation in subject plant.
The phenomenon of fuel pellet densification and the related problem of flux peaking because of gaps in the fuel pellet column became apparent at the first cycle refueling of the Rochester Gas &
Electric Ginna Plant. Eabcock & Wilcox, the fuel supplier for the Midland Plant, began ic=ediate effort devoted to:
1.
Determining the thermal stability of B&W fuel pellets (resinter tests).
2.
Conducting a literature search on U. S. and foreign technology.
3.
Design of irradiation tests for short-range study of presently fabricated fuel. The first insertion of test capsules was

on December 11, 1972 in the Battelle research reactor.
The above activities in the third and fourth quarter of 1972 j
have resulted in understanding of ex-reactor thermal stability of fuel.

Midlan-i Plant Docket Nos. 50-329 & 50-330 February 28, 1973 research team plus the experience with TFTF fuel by IMEC (a wholly -
cvned LW subsidiary) has led to the conclusion that irradiation stable pellets are quite feasible.
Fuel with varying density and controlled porosity has been assembled for test reactor performance evaluations in the Battelle research reactor during 1973.
The culmination of this research and development progrem vill be the development of stable fuel pellets with high matrix density, controlled clcsed porosity and a pellet bulk density of approximately 92 5 percent TD.
The present program is expected to define the desired product for production in 197k.
Fabrication of fuel for the Midland Plant will not begin until late in 1977 and we expect the results of the above research and development will lead to fuel not subject to densification. Since we are confident that densification vill not occur in the Midland Plant, we have not submitted the analyses of the effects of densification which was requested by your November 20, 1972 letter.
