Dear Mr. Schwencer:

We have reviewed your letter of November 6,1974 and the Regul tory Staff Position Regarding Probable Maximum Flooding which was at,tached thereto. Your letter requested that we inform you of our intent regarding compliance with the Staff position within seven days after receipt. This letter responds to that request.

Based on our review it is apparent that certain basic calculational differences exist between the Staff and Amendment 25 to the PSAR; therefore, we request a meeting with the Staff at the earliest convenience. We suggest that the following co=ments on the Staff position be used as agenda items for the meeting:

1. It would appear that the Staff did not consider the immense storage capacity of the channel and flood plain 12 mediately upstream of the Site.

This affects the flow quantity as well as the stillwater level near the Plant.

2. We would like to discuss the methods used by the Staff for wave run-up and the assumptions and techniques used in determining the 8.8 foot and 10.8 foot wave run-up heights.

Particularly, we do not understand the calculational techniques used by the Staff for wave run-up associated with vind from downstream of the Site.

3. Since the Regulatory Guide was issued well after issuance of the Construction Permit, we question the total applicability of Regulatory Guide 1.59 to the Midland Plant. We have incorporated as much information as possible from the original PSAR which was accepted by the Staff (Staff Safety Evaluation Par. 3.4). We feel that Amendment 25 ccmplies with the intent of the Regulatory Guide and would like to discuss this in detail with the Staff.

Please advise when a meeting can be scheduled.
