Dear Dr. Morris:

Enclosed are three (3) signed originals and eighty-seven (87) conformed copies of Amendment No.14 to Consumers Power Company's appli-cation for a construction pemit and operating license for Units 1 and 2 of the proposed Midlaad Plant.

Amendment No. 14 modifies the reactor building design to re-flect changes ccde in the design pressure of the reactor buildings to meet current design parameters. There is no change in the structural criteria on whi ch the building design is based.

Copies of Amendment No.14 have been sent to each Atomic Safety and Licensing Board member and alternate, to the Chaiman of the Atomic Safety and Licensing Board Panel, to the Office of the Secretary of the Atcmic Energy Ccx:: mission, and to the Director, Division of Reactor Li-censing (2 copies), pursuant to 10 CFR 50 30(c)(2) . Copies have also been sent to Mr. Jerome Maslovski, Assistant Attorney General for the State of Michigan; Mr. Frank Olds, Chair =an of the County Board of Supervisors of Midland County, Michigan; Mr. Robert B. Chatterton, Supervisor of Midland Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland, Michigan. A certificate of service on all of the above, except Mr. Maslovski and Mr. Blasy, is enclosed.
