Enclosed are three (3) signed originals and sixty-seven (67) conformed copies of Amendment No. 23 to Consumers Power Company's appli-cation for construction permits and operating licenses for Units 1 and 2 of the proposed Midland Plant. Amendment No. 23 is submitted in order to more clearly define the nondestructive examination requirements for seam welds on the reactor building containment liner plate and penetra-tions.

Copies of Amendment No. 23 have also been sent to Mr. Jerome Maslowski, Assistant Attorney General for the State of Michigan; Mr. Raymond A. VanSteenhouse, Chairman of the County Board of Commis-sioners of Midland County, Michigan; Mr. Robert B. Chatterton, Super-visor of Midland Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland. A certificate of service on Mr. VanSteerhouse and Mr. Chatterton is also enclosed.
