Dear Dr. Morris Enclosed are three (3) signed originals and eighty-seven (87) conforned copies of Amendment No. 4 to Consumers Power Company's application for a reactor construction pemit and operating license for Units 1 and 2 of the proposed Midland Plant. Amendment tio. 4 revises Section 6.2 and Figure 6-4 of the PSAR, relating to the re-actor building spray systen, and Appendix 13 of the PSAR, which de-scribes the quality assurance program. The changes in the reactor building spray systen involve changes in the iodine removal constants and the radiological doses for the loss-of-coolant and maximum hypo-thetical accidents. They will be described in a subsequent amendment to the application.

In Subr.ection 6.2 3, of the PSAR as hereby amended, reference is made to B&W topical report BAW-lool 7 (dated August,1969). The Babcock and Wilcox Company requests that this report be treated as proprietary in nature and that it be withheld from public disclosure pursuant to 10 CFR 2 790 (b). The report contains spray system data resulting from research and development independently conducted by BPil. These data are not available in the open literature. Their dis-closure vould provide knowledgeable individuals with infomation which is vital to the successful use of nik $14ne sodium thiosulfate sprays and would impair E&W's competitive position in this area. This infor-

=ation has been held as confidential within B&W and has not been dis-closed to any other person or persons except on a proprietary basis.
