Dear Mr. Giambusso:

Your letter of October 9,1973 requested that Consumers Power Company advise by January 1,197h which approach to anticipated transients without scram (ATWS) vill be taken for the Midland Plant, and also requested a detailed report fully discussing ATWS by October 1,1974. Our letter of December 21, 1973 advised that the Midland Units 1 and 2 are considered to be in Category B as defined in WASH-1270, " Anticipated Transients Without, Scram For Water-cooled Power Reactors."

We have been informed by Babcock & Wilcox that add.itional time is required to ensure that methods used for ATWS events analyses result in reasonable predictions of trans!ent consequences. The B&W <

topical report which vill address ATWS and WASH-1270 is expected to ,

be submitted to the AEC on December 13, 1974. We believe the delay , I is reascnable; and therefore, we vere not able to respond to ATWS  !

by October 1, 1974. Following our review of the B&W ATWS topical )

report an appropriate SAR amendment vill be submitted. i l
