Enclosed are three (3) signed originals and eighty-seven (87) conformed copies of Amendment No. 5 to Consu=ers Power Company's application for a construction permit and operating license for Units 1 and 2 of the proposed Midland Plant. Amendment No. 5 includes er. ended and additional pages and figures to be substituted or added to the PSAR, and responses to items listed in the enclosures to your September 26 and October 28, 1969 letters to me.

Dr. Peter A. For.As 2 Docket Ros. 5-329 and 5-330 November 7, 1969 Babcock & Wilcox and Bechtel request that their respective reports be treated as proprietary in nature and that they be withheld from public disclosure pursuant to 10 CFR $2.790(b). The info mation contained in these reports results from research and development inde-pendently conducted by B&W and Bechtel, respectively, and is not avail-able in the open literature. Disclosure of this infomation would i= pair the competitive positions of 351 and Bechtel. The information has not heretofore been disclosed outside BEf and Bechtel, respectively, except on a proprietary basis.

Copies of Amendment No. 5 have also been sent to Mx. Jerc=e Maslowski, Assistant Attorney General for the State of Michigan;

' Pr. Frank 01ds, Chaiman of the County Board of Supervisors of Vddland County, Michigan; Mr. Robert B. Chatterton, Super'risor of Midland Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland. Certificates of service on Mr. Olds and Mr.
