Dear Mr. Mallay:
The Regulatory staff has conpleted its review of Babcock & Wilcox Topical Report No. BAW-10035, Rev. 1, " Fuel Assembly Stress and Deflection Analysis for Loss-of-Coolant Accident and Seismic Excitation". A su= mary of our evaluation is enclosed for your information.
As a result of our review, we have concluded that BAW-10035, Rev.1 is acceptable for reference as a topical report in license applications for 850 MWe class PWR plants with skirt-supported vessels when it is used as a basis for demonstrating the functional reliability of fuel assemblies to withstand the effects of the LOCA and DBE loadings.
The staff does not intend to repeat its review of BAW-10035 when it appears as a reference in an application except to assure that the report is applicable to the particular reactor being reviewed.
In accordance with established procedure, it is requested that B&W issue a revised version of BAW-10035, Rev. 1, within three months,of receipt of this letter to include the NRC acceptance letter.
Should Regulatory criteria or regulations change, such that our conclusions regarding BAW-10035, Rev. 1, are invalidated, you will be notified and given the opportunity to revise and resubmit the topical report for review, if you desire.
