Dear Mr. Giambusso:
j On December 13, 1974, Babcock & Wilcox submitted to the AEC their topical report, BAW-10099, " Babcock & Wilcox Anticipated Transients Without Scram Analysis" which presents the results of a generic study conducted to determine the consequences of certain cransients under a postulated condition of no reactor scram. The report was written in response to the licensing positions in WASH-1270, " Analysis of Anticipated Transients Without Scram for Water Cooled Power Reactors."
We have reviewed the B&W topical report and believe that the calculational parameters adequately represent the Midland Plant and the topical report is responsive to the WASH-1270 licensing position.
Considering in total the inherent plant-features, the calculated transient results, and the low prcbability of occurrence of ATWS events, we have concluded that hardware modifications are not required for ATWS conditions.
The B&W topical report will be incorporated by reference into the Midland Plant Preliminary Safety Analysis Report with the next amendment.
