Dear Mr. Giambusso:

This will acknowledge your letter of September 13, 1974 enclosing your staff's evaluation of Consu=ers Power Company's financial qualifications to design and construct the Midland Plant units. In reviewing your evaluation, we find that you have calcu-lated the contribution of internally generated funds to construction expenditurcs scmewhat differently than we do. Our conclusions from the' calculations do not differ r.aterially frcm yours, however.

On the last page of the evaluation, which contains the financial analysis table, we note that the Federal Power Co= mission's accounting change of January 1,1974 concerning contributions in aid of construction does.not appear to have been applied consistently in each year to the amount of utility plant.

In November 1974, we expect to file a further amendment to the Midland Plant license application which will contain information concerning the Company's financial qualifications. The information already provided to you will be updated in the amendment to incorpor-ate information available_ at the end of the third quarter of the cal-endar year 1974. This infomation vill provide the base from which changes will be reported as you have requested in your September 13 ,

letter. j On September 16, 1974, since our last meeting on this subject, the Michigan Public Service Commission issued an order granting the Company approximately $27,624,000 in interim rate relief pending com-pletion of the proceeding on the Company's application for an increase in electric rates (Case No. U-4576).
