Arkansas Nuclear One - Unit 1 Docket No. 50.313 License No. DER-51 Inspection Repart No. 50-313/78-12 (File: 0232)

Gentlemen:

The subject inspection report identified three items that were not

  • in full compliance with Operating License No. DPR-51. Our responses are below.

Item 1 We recognized on December 19, 1977, that it would be more productive to conduct the required audit after the ANO-1 refueling outage. The bases for'tnis decision were; we were preparing for the ANO-1 refueling shutdown and key personnel would be unavailable during the outage due to shift work.

A letter documenting this decision was written to our Quality Assurance Section.

The audit was conducted on July 19-20, 1978. .

We realize that this may not have met the objective of the Technical l Specification. In the future we will conduct the required SRC audits during the prescribed intervals without regard to plant conditions.

Item 2 On July 28, 1978, Procedure 1405.14 (Fire Detection Instrumentation Non-Supervised Circuits) was performed to establish compliance with Technical Specification 4.19.3.

In order to svoid ft* :ther non-compliance, Surveillance Procedure 1405.14 9"

has been added to the ANO Periodic Test Schedule.

It is our belief that we, are now in compliance with Technical Specific 1 tion 4.19.3.

Mr. G. L. Madsen, Chief September 1, 1978 Item 3 Directives have been issued to plant personnel that all weld rods are to be controlled in accordance with Bechtel Procedures. The Plant Staff will develop an administrative procedure to ensure that all weld rods on site are controlled in accordance with approved Bechtel procedures. The procedure and full compliance are expected to be complete by November 1, 1978.

Deviation From Commitment All plant personnel have been instructed to close doors marked " Fire Door",

when found open.

Our Quality Control Group will perform periodic inspections of the ANO Fire Prevention Program. In this inspection a sample of fire doors will be inspected to assure compliance with our commitment.

l It is expected that full compliance with our commitment will be achieved upon implementation of the ANO Fire Plan.
