We are attaching a Draf t Commentary Report which at a later date will form the basis of our separate Final Report on this facility.

As you will note in the attached report, there are a number of areas in which additional in fo rmation is required before we can complete our evaluation, and prepare our Final Report. We shall be pleased to discuss these matters with your staff as appropriate.
