GENERAL This requalification program is' established for the purpose of maintaining licensed operators and senior operators at a level of knowledge and proficiency which is necessary for continued safe operation of the plant and to demonstrate the level of knowledge and proficiency for each license holder. All license holders will parti,cipate in this requalification program. I II. SCHEDULE l

The requalification program will be implemented not later than three ~

months following the issuance vt an operating license for Arkansas Nuclear One - Unit 1. The requalification program will continue for a two-year period and shall then be repeated each two years thereafter.

III. LECTURE SERIES A lecture serics will be conducted as the written examinations indicate the need in the following' areas:

A. Theory and Principles of Operation

B. General and Specific Plant Operating Characteristics C. Plant Instrumentation and Control Systems D.- Plant Protection Systems E. Engineered Safety Systems F. Nornal, Abnormal, and Emergency Operating Procedures l G. Radiation Control and Safety H. Technical Specifications l I. Applicable Portions of 10 CFR l

IV..ON-THE-JOB TRAINING l

A. Reactivity Control Manipulations Each licensed operator shall, during the term of his license, perform a minimum. of 10 reactivity control manipulations which demonstrate 1 his skill and/or familiarity with reactivity contro1' systems. Each

la tions. . These manipulations may consist of any of the following, but reasonable' effort will be made to provide each operator a variety of changen .

1. - Any power level change greater than or equal to 10% of full power with reactor control system in manual. 1 l 2. , Reactor startup from 1% AK/K suberitical to the point of adding

{ nuclear heat, (5 10-7 amps on the intermediate range.) 1 l' ,

3.. Boration or deboration at power for the purpose of moving control rods to within their normal operating limits.

4. Boration or deboration while suberitical for the purpose of ad-justing the shutdown margin or. preparing for a critical approach .
5. Latching and withdrawing control rods while subcritical. for the purpose of cocked rod protection or rod drop timing test.
6. Moving control rods and/or changing boron concentration in response to a xenon transient.

7 .- If necessary, an appropriate simulator may be used to meet reactivity control manipulation requirements.

B. Operator Performance

1. Each licensed operator or senior operator shall demonstrate, in the performance of his duties, his satisfactory understanding of-the operation of systems and apparatus and his knowledge of operating procedures.
2. Each licensed operator or. senior operator shall be kept informed of changes in station design, procedures, and facility license.

These changes will also be reviewed by all licensed personnel either on-the-job or during the lecture series.

3. Each licensed operator or senior operator shall review the abnormal and. emergency operating procedures not less than twice each year.

All licensed personnel will participate'in these procedure reviews

_either.on-the-job or during the lecture series.

4.1 A licensed operator or senior operator who has been inactive for four or more months shall, before resuming licensed activities,

-demonstrate his adequate knowledge of; current statice operations.

This shall be accomplished by the observation of station operations for_.a minimum of 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> followed by an oral examination given by the Operations Supervisor with emphasis placed on changes which were made during the period the operator was inactive. V.- EVALUATION A. Annual written examinations shall be given to all licensed operators and senior operator s to determine areas in which requalification training is needed. These examinations may be prepared and evaluated by either ANO Station personnel or an outside agency. A minimum grade of 80% correct on any section shall exempt an operator or senior operator from required attendance at requalification lectures pertincat to that section.

B. Written examinations shall be.given ccvering material presented in the requalification program lecture series. These examinations shall specifically cover abnormal and emergency operating procedures and shall be prepared and evaluated by ANO Station personnel.

d A grade of less' than 80% correct on any lecture series examination shall require additional training encompassing the specific category covered by the examination on which a marginal knowledge level was shown. This additional training shall be completed within a maximum 1 of two months from the date of the examination.

C. The performance of licensed operators and senior operators shall be evaluated at least annually by supervisors and/or training staf f members. This shall include evaluation of actions taken or to be taken during actual or simulated abnormal and emergency conditions.

An appropriate simulator may be used to meet this requirement.

D. A grade of less than 70% correct on an annual written examination or 'an'unstaisfactory performance evaluation shall require an operator or senior operator to be relieved of all licensed duties so that he may participate in an accelerated requalification program. The operator shall be relieved of his duties by the Station Superinten-4 dent when advised of unsatisfactory performance by the Operations Supervisor and/or Training Coordinator. An operator or senior operator

. who has been relieved of his licensed duties may return to his licensed dtties following completion of requiaification training in

areas where he was weak, including a grade of not less than 70%

correct on examinations given over such areas.

VI. RECORDS Adequate records shall be maintained to document the participation of each licensed operator or senior operator in the requalificaticn program.

The records shall contain, as a minimum, copies of written examinations administered including the answers given by the licensee, results of evaluations, and documentation of additional training administered in areas where an operator or senior operator has . exhibited deficiencies.

Adequate records shall document the distr 1bution of station design changes,
