Mr. David Shellings, Jr. of the Arkansas State Department of Iloalth recently forwarded a copy of your February 7,1973 letter to Mr. Kellog concerning the Arkansas Nuclear One under construction near Russellville, Arkansas. He particularly asked that we respond to your questions in regard to possible increase in the incidence of cancer. We also note from your l

letter that you are concerned about the transportation of fuel rods for reprocessing.

The radiological effects of operation of this plant on man are discussed starting on page 5-28 of the enclosed report. An importaa_t point to note is that operating experience with similar reactors has shown that actual radionuclide releases have generally been small fractions of limits established by the Code of Federal Regulations, Title 10, Part 20. We would further note that these limits are based on reconstendations of recognized national and international radiation-protection groups and represent the concensus of informed and responsible scientific judgement on the radiation axposure permitted occupational workers and the general rr.blic.
