Dear Mr. Hammerschmidt:
We are pleased to respond to your January 2, 1973, letter to Chairmen Schlesinger in regard to safety regulations prevailing during construction of Arkansas Power and Light Company's Arkansas Nuclear One - Unit 1 power plant in Russellville, Arkansas.
Enclosed is a copy of the construction permit (CPPR-57) granted by the Atomic Energy Constission on December 6,1968. Also enclosed is a copy of Part 50 of the Cossaission's regulations, which pertain to the licensing of production and utilizathn facilities by the Atomic Energy Commission, including 55 50.54 and 50.55 referred to in the construction permit. Neither the Cossaission's regulations nor the conditions of construction permit CPPR-57 address matters of industrial safety during construction. Presently, matters relating to industrial safety during construction of a nuclear facility are covered by appropriate state laws and/or regulations of the U. S.
Department of Labor.
