SUbNARY OF MEETING HELD ON MARCH 8, 1976, REGARDING THE PROPOSED ADMINISTRATIVE CONTROLS TECHNICAL SPECIFICATIONS FOR ANO-1 On March 8,1976, representatives of APSL met with the NRC staff to discuss the licensee's proposed Administrative Controls (Section 6.0)

Technical Specifications. A list of the meeting attendees is attached.

Mr. Don Rueter, APSL, scated that it is APSL's intent to establish Section 6.0 Technical Specifications which will be applicable when ANO-Unit 2 receives an OL in 1977. The staff stated that Standard Technical Specifications (STS) would be required for Unit 2 and thus for Unit 1 also on the basis of APSL's intent. The remainder of the meeting was a point-by-point discussion of the current STS as they apply to Unit 1.

The following points of contention were set aside for resolution at a later date:

Figures 6.2 1 and 6.2-2 will be redrawn by the l'icensee to remove deficiencies noted by the staff.

Section 6.S.1.7, Part c:

Regarding the resolution of disagreements between the Plant Safety Committee and the Superintendent, AP5L would prefer having the Superintendent take the more conservative of the contested positions rather than simply giving the Superintendent the responsibility to make the decision as provided in the STS.

Section 6.S.2.8, Part d:

APSL has an approved QA program.

Safety Review Committee audit of QA activities is not required as part of that program.

Section 6.8.1, Part a: APSL will have to determine if they can meet the recommendations of Regulatory Guide 1.33.
