.l Mr. R. W.-Reid' April 27, 1978' 1*-048-23 The isolation valve on the normal makeup line is powered from both red and green ESF power and receives both ESFAS signals.
Therefore, the valve is assured to close and isolate this line.
These steps are already incorporated in our procedures.
Communications will be established (by April 28, 1978) in the piping penetration room such that the operator can have direct communications with the Control Room while operating any of the four (4) HPI isolation
- valves.
From previous " tests" we have assured ourselves that the procedure can be executed within the alloted time (as defined on page'6 of the attach-ment to the April 25, 1978 letter from Babcock & Wilcox to Mr. Robert L.
Baer) and with time to spare. Within the next ten (10) days, we will perform a drill (dry run) with all five operating crews.
Once per thirty five (35) days, each of the five (5) operating crews will receive training (either review of the precedure or a drill) in the performance of the procedure.
Due to the significant number of problems that could occur (overpresurrization, thermal shock, etc.) we prefer not te perform a drill at which the valves will actually be stroked. We have previously timed an operator while stroking these valves and have gcod knowledge as to what that time actually is.
We believe that this information combined with our drills, training, and com-munications link with the control room, adequately assure that this pro-cedure can be erformed in the necessary time and that the postulated small LOCA cr be successfully and safely controlled-and mitigated and that no risk would be posed to the health and safety of the public.
In view of this information and the results of the new analysis telecopied to you by B&W on this date, we respectfully request you permit us to opetate Arkansas Nuclear One-Unit 1 at 100% Full Power (FP) as requested in Mr. William Cavanaugh's letter of April 25, 1978.
Since we are currently holding at 90% FP and are ready to assend to 100% FP, your most expeditious approval will be reatly appreciated.
