Arkansas Power 6 Light Company Arkansas Nuclear One - Unit 1 Docket No. 50-313 Reactor Cavity Annulus Seal Ring and Biological Shiciding (File:
1510, 1160)
Gentlemen:
In response to your letter dated February 2, 1978, our letter of February 22, 1978 supplied information concerning the design and storage of the concrete biological shielding and reactor cavity annulus seal ring, respectively, at Arkansas Nuclear One - Unit 1 (ANO-1).
This response supplemente our previous submittal.
As previously stated, we have concluded that the concrete biological shiciding would not become a missile during a LOCA.
In reviewing the annulus seal ring storage location during normal operation (suspended approximately three (3) feet above the refueling canal floor), we have determined that the seal ring could become a missile following a postulated reactor coolant pipe rupture inside the reactor vessel cavity.
As discussed with your Mr. Guy Vissing in a telecon on March 17, 1978, we believe the probability of occurrence for an event of the type discussed above to be sufficiently low to warrant continued operation for a short term period.
In your letter of January 25, 1978, you found two (2) years to be an acceptable short term period for resolution of the asymmetric LOCA loads issue based on the low probability of occur-rence of the same type break which must be assumed to cause the seal ring to become a missile. Therefore, no alternate method of operating is proposed at this time. We believe two (2) years to be an acceptable i
