Gentlemen:
Enclosed please find a proposed change to the Arkansas Nuclear One-Unit.1 Technical Specifications for your review and approval. This proposal was prepared by the Nuclear Power Generation Division of Babcock and Wilcox to incorporate those parameter changes and modifications required for, Cycle 2 operation. The Arkansas Nuclear One-Unit 1, Cycle 2 Reload Report as prepared by Babcock and Wilcox is atfached as suppleme.ntary information.
The proprietary version of Pages 4-5 and 4-6 are-secompanied by the Affidavit of Kenneth E. Suhrke as required by 10 CFR 2.790.
Your letter of September 13, 1976, requested that we propose changes to our Technical Specifications that would implement surveillance requirements to insure that the reactor core internal vent valves are operable. Please find enclosed those changes required to accomplish this objective.
Presently, the first refueling outage for Unit 1 is scheduled to begin January 20, 1977, and continue for approximately 8 weeks. Therefore, we are requesting that this proposal be approved and returned no later than the first week in March in order to allow time for implementation prior to Cycle 2 startup.
