Docket No. 50-313 License No. DPR-51 Inservice Inspection 6 Testing (File:
3065)
Gentlemen:
By letter dated October 19, 1977, we submitted a proposed inservice inspection and testing program description and a request for relief from selected ASME Code requirements pursuant to 10CFR50.55a(g).
Your letter of April 20, 1978, granted relief on an interim basis from those inservice inspection and testing requirements that we had re-quested. This relief request was granted pending completion of your detailed review.
Picase find enclosed as Attachment 1 an additional request for relief from the testing requirements of the 1974 ASME Section XI Code through the Summer 1975 Addenda.
We believe this request to be reasonable for the reasons given.
Also, pursuant to requests delineated in your letter of January 16, 1978, and by members of your staff, we have attached a copy of the ANO-1 procedure for testing pumps and valves and three (3) sets of PSID's necessary for your review. We believe this information to satisfy your specific request pertaining to inservice testing.

INSERVICE TESTING RELIEF REQUEST BASIS.
System: Service Water System Pumps: P4A, P4B, P4C Category:
I Class: None Function: To deliver cooling water to non-safety related systems as well as safety related ones such as ICW coolers and decay heat coolers in the fuci pool cooling system. Any one pump must deliver 100% of system needs during a design basis accident.
Test Requirement: Measure flow in each pump discharge line at a point prior to any system branching to determine pump flow capability. The test is to be performed monthly with an accuracy of 12% of full scale Basis For Relief:
No flow measuring devices are currently installed.
Engineering and materials procurement are in progress to obtain and install venturi flow devices in each line.
Alternative Until venturies are installed, flow will be determined Testing:
from pump differential pressure and performance curves.
