Arkansas Power & Light Company Arkansas Nuclear One-Unit 1 Docket No. 50-313 Provisional Construction Permit No. CPPR-57 Application for Renewal of Construction Pennit
Dear Mr. Giambusso:
Arkansas Power & Light Company hereby applies for an extension of time for completion of Arkansas Nuclear One-Unit 1, as covered by Provisional Construction Permit No. CPPR-57.
The original Provisional Construction Permit has July 1,1972, as the latest date of completion of the facility.
In June 1972, Arkansas Power
& Light Company submitted a request for an extension of time for comple-tion of Unit 1 until July 1,1973, and on June 14, 1972, the Comission granted this request.
Unit 1 has been further delayed due to the following factors:
1.
Late Delivery of Valves - The completion of a number of critical path systems has been delayed because of the late delivery of valves.
The absence of these valves prevents the construction turnover of the systems and the sutJ.couent preoperational testing.
2.
Modification of Reactor Vessel and Internals - The reactor vessel and internals were modified due to vibration problems experienced during the hot functional testing of Oconee 1.

Mr. A. Giambusso March 14, 1973 reactor building and thereby caused a major impact on the critical path of the reactor vessel as well other work required to be done in the reactor building.
3.
Problems with Containment Tendon Stressing Systems - The tendon system stressing jack failed during site stressing operations and as a result the jack was redesigned and put through an extensive shop and field testing program prior to resuming field stressing operations.
This caused a signifi-cant delay in the critical path schedule of this structure.
4.
Modification of the Emergency Core Cooling System - In order to improve the performance of the ECCS after a break in the core flood line, venturi inserts are being installed in the core flooding line nozzles. The installation of these ven-turis has caused additional delay in the critical path sche-dule for the reactor vessel.
The above problems have been the major factors in delaying the Unit 1 fuel load.
Some of the above problems caused delays as much as six months by themselves.
Other problems of a lesser magnitude have caused delays but these have paralleled those described above.
The overall result of the delays described represents a shift in fuel loading of seven (7) months from April 1973, to November 1973.
Arkansas Power & Light Company hereby requests that the latest date of the completion of the facility specified in Provisional Construction Permit No. CPPR-57 be extended from July 1,1973, to January 1,1974.
