Arkansas Power 4 Light Company Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Technical Specification Change Request Cancellation Gentlemen:

In our letters of !!ay 3, May 7, and May 17, 1976, we presented requests and justification for a change to ANO-1 Technical Specification 4.2.4 concerning visual inspection of the main bolt locking caps on the reactor internals.

In the May 17 letter, we indicated the results of the inspec-tion and noted that 12 locking caps could not be seen due to interference from the guide blocks. We are now in receipt of a more detailed drawing from Babcock 6 Wilcox which shows that, at those 12 locations, there are no bolts. Therefore, there are on1y 108 bolts between the lower grid assembly and the core barrel.

. l This more detailed drawing clears up a discrepancy we had earlier identified on which we had taken a conservative approach. The discrepancy was that, on a less detailed drawing, it appeared that there were 120 core barrel to lower grid cylinder bolts and 120 core barrel t,o core support shield bolts for a total of 240 bolts, while the material list identified only 228 bolts. Thus, we assumed that there were 240 bolts to inspect. The more detailed drawing now resolves this discrepancy and shows that there are only 108 core barrel to lower grid cylinder bolts and 120 core barrel to core support shield bolts for a total of 228 bolts.

Our letter of May 17 did contain an error in that the core barrel to core support shield bolt locking caps had not yet been inspected contrary to d2.Q T A X A AvlNG. INV E S TC A OWN E C 1

Ma. 21, 1976 the contents of that letter. That inspec1! ion was, however, completed on May 20, 1976, with acceptable results.

H erefore, all 228 main bolt locking caps on the reactor internals have been inspected and Technical Specification 4.2.4 has been satisfied.

R us, we no longer need the changes requested in our letters of May 3 and May 7_.and hereby cancel those re_ quests.
