Arkansas Power 6 Light Company Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Technical Specification Change Request Gentlemen:

Our letters of May 3 and May 7,1976, requested changes to ANO-1 Technical SpeciCcation 4.2.4 concerning '11sual inspection of the locking caps on the main reactor internals bolts. As expressed in those letters, we antici-pated significant difficulty in viewing approximately 24 of the core barrel to lower grid cylinder locking caps. We have now completed our inspection and find that, of the 120 core barrel to lower grid cylinder locking caps, there are 12 which are impossible to inspect. Rese 12 locking caps are located behind the guide blocks on the internals which are L-shaped, thus completely blocking the view of those 12 caps.

Thus, we were able to inspect 108 of the core barrel to lower grid cylinder locking caps as well as all 120 core barrel to core support shield locking caps for a total of 228 out of 240 main internals bolts (or 955.).

Le results of the inspec-tion indicated no degradation to any of the bolts inspected.

In addition, an inspection was made of the thermal shield to lower grid cylinder bolts locking caps and no degradation was noted.

Based on the results of this inspection and the very low probability that the 12 locking caps would fail without damage to other visible locking caps, we request that further consideration be given to our previous requests for change to this Technical Specification.

Your prompt reply is again requested to avoid delays in our reloading of the core.
