APPLICATION FOR LICENSES Arkansas Power & Light Company, Applicant in tha

. above captioned proceeding, hereby files Supplement No. 5 to its Application for Licenses.

1. Supplement No. 5 represents additional informa-

, tion voluntarily submitted on the reactor containment structure.

2. Pursuant to the AEC Rules of Practice, 10 CFR 2.790(b), Arkansas Power & Light Company requests that the proprietary material contained in Appendix J of Supplement No. 5, dated June 28, 1968, be withheld from inspection and copying in the AEC Public Document Room.

Supplement No. 5 contains all necessary technical information on the design criteria for containment of the Russellville plant. Accordingly, the public interest is

fully protected by what is available in the Public Document Room.

Appendix J consists of proprietary information from three suppliers of different post-tensioning systems. To  ;

encourage competition among all post-tensioning suppliers, i

the Applicant plans to select a system from among the three l bidders--all of which are fully qualified. After a selection has been made and well before the completion of the final 1

Safety Analysis Report, the Applicant will provide for the AEC Document Room a full and complete description of the i

The request of the Applicant to withhold Appendix J from  ;

.' the Public Document Room is prompted by the fact that the systems described therein were submitted to the Applicant's engineer-architect--The Bechtel Corporation--as proprietary information. Disclosure of the contents of these proposed systems would adversely affect the Applicant's efforts to achiave competitive bidding by identifying the vendors under consideration.

WHEREFORE, Applicant requests the licenses specified in its original Application.
